Greg A. Kern P.E.
Director Energy Efficiency & Customer Strategy

Work Experience
Greg Kern is the Director of Energy Efficiency Customer strategy for both Nevada
Power and Sierra Pacific Power companies; he is based in Las Vegas.He joined the
Companies in 1991.He has over 16 years of experience in design, construction and
maintenance of gas, electric and water infrastructure. Greg moved into his current
position a year and a half ago after directing the activities of the company’s gas distibution system in Reno.
His primary responsibilities are directing the companies’ activities in demand side management, demand response, renewable energy, energy audits, and customer payment systems.These responsibilities include the design, implementation, and all regulatory aspects of the programs.

Education
BS in Civil Engineering and an MBA, both from the University of Nevada, Reno. He is a licensed engineer in both California and Nevada and is the managerial and technical qualifier for Sierra’s general contracting license.

Personal
Greg is a native of Detroit, Michigan and found his way to Nevada via the United States Marine Corps. His family includes his wife Carrie, with degrees from UNR also, and two sons, Joshua and Alexander.

Doug Bennett
Conservation Manager

Doug Bennett literally began his career “in the trenches” in 1980 as a landscape maintenance and irrigation technician.

He served eight years as an Assistant Professor for New Mexico State University, promoting xeriscaping and efficient landscape irrigation techniques.

In 1995, Bennett joined the City of Albuquerque where he developed and managed a variety of water-efficiency programs, including landscape conversion rebates, water waste enforcement, residential retrofit audits, appliance and fixture rebates and green industry education.

Since 2000, Bennett has been Conservation Manager for the Southern Nevada Water Authority, managing the nation’s largest conservation incentive programs and coordinating regional water-efficiency efforts for the Las Vegas, Nevada area.

Bennett possesses a bachelor’s degree in agriculture and a master’s degree in business and personnel management. He is certified by the Irrigation Association as a Certified Landscape Irrigation Auditor. He also holds credentials as a Certified Water Conservation Practitioner from the California-Nevada Section of the American Water Works Association.

 

Las Vegas Valley Water District
George Jacoby
Engineering Services Manager

George Jacoby is the Manger of the Engineering Services Division for the Las Vegas Valley Water District.  He earned his Bachelor of Science Degree and Master of Science Degree in Civil Engineering from South Dakota State University in Brookings, South Dakota.
 
Prior to joining the Las Vegas Valley Water District, George Jacoby was the Facilities Engineer at Nero and Associates, United States Army Proving Grounds in Yuma, Arizona, and he was a Civil Engineer Office for twenty-one years in the United States Air Force.

Tony Stipanov
Supervisor of Service Planning

Tony Stipanov is the Supervisor of Service Planning for the Southwest Gas Corporation.  He supervises all the residential and multi-family new business sector.  Tony has been with Southwest Gas for 28 years, he is a native of Las Vegas.  Tony is married with three children.

 

 


Clark County Water Reclamation Authority
Sam Scire
Deputy General for Engineering Design &
Construction Management

Sam Scire came to the “District” with over 30 years of Executive Management experience related to Engineering and Program Management.  Graduate of University of Pittsburgh and attended Pepperdine University/Executive MBA program.

He is the CCWRD Assistant General Manager for Engineering Design, Engineering Services, Construction and Program Management.  Sam heads a staff of 68 people responsible for executing a $1.3 Billion Capital Improvement Plan.

Part of these responsibilities entails informing the Board of Trustees the status of this plan, also acts as a liaison between LVVWD, Henderson and North Las Vegas regarding concurrent Engineering and any wastewater practices and policies.
