Professional Biography for J. David Rauch is recognized as a leader in the field of Community Association maintenance, new community development and transition of control of new communities. A renowned author, consultant and speaker, Mr. Rauch’s speaking engagements have ranged from local, regional and statewide builder and community manager organizations to the Pacific Coast Builders Conference (PCBC).  He has authored over 100 articles for publications including Builder Magazine, Condo Management Magazine, Vision Magazine, Builder Digest of California and Common Assessment Magazine.

Mr. Rauch is the President of ProTec Building Services serving Developers throughout the United States and Community Managers throughout California.  ProTec’s “State of the Art” Maintenance Manuals coupled with their manual implementation programs and risk management techniques enables developers to deliver the highest quality communities and reduce their risk of litigation.

Mr. Van Oosbree is the Senior Vice President of ProTec Building Services in San Diego California; a team of full-service contractors with licenses in General Contracting, Electrical, Painting, Plumbing and Roofing.  With over 170 employees ProTec provides Construction and Maintenance Programs to over 250 communities in San Diego, Orange and Riverside Counties.  
 
ProTec publishes “State of the Art” Common Area, Home Owner Maintenance Manuals and Community Maps for clients such as, Sky Las Vegas, Cherry Development, D. R. Horton, Shea Homes, Lennar Homes, Intracorp, Centex Homes, Warmington Homes, Barratt American Homes, John Laing Homes, Bosa Development and EPAC Development.  Other products include Maintenance Audits, Architectural Guidelines, Homeowner Plan Reviews and Annual Maintenance Inspections.
 
Mr. Van Oosbree was previously the Vice President of Operations for The Ballman Company, which was an international maintenance and painting company.  At Ballman, Mr. Van Oosbree was in charge of a 150-employee crew of technicians who worked on projects throughout the world.  
 
Mr. Van Oosbree’s experience reaches beyond the Home Building world and is relied upon for his vast knowledge of Building Practices with both Commercial and Residential High-rise.
